1. Background

The University of Goroka (UOG) is embarking on a mission to reform its support services to deliver on its core business of producing quality teachers. One of its key support services is the Information Communication and Technology (ICT) system which is currently in dire need of an immediate upgrade and to bring it up to date with current world best practices. In order for upgrading work to begin the current ICT system needs to be audited. The audit will assess the existing ICT system and how they support the business process and recommend what is needed to be done to meet the world’s best ICT practice.

UOG is looking for a qualified consultant/firm to manage the audit’s implementation and to ensure that the required services and outputs are delivered. Internally the consultant is required to consult with key personnel in the UOG’s administration including but not limited to: ICT manager, Top Management Team, academic deans, bursar, payroll manager and staff, finance, planning and budget staff including relevant non-academic staff. Externally the consultant is required to consult with other universities ICT personal, the Department of Communication, Information and Technology, Department of High Education Science, Technology and Department of Finance IFMS branch and other key players in PNG’s ICT market like the mobile companies and Telikom.

The audit objectives for the consultant are to conduct a full review of the following aspects of the current UOG ICT system: a) system and data alignment to the established GoPNG control framework; b) system alignment to key reporting requirements and data lineage; c) system alignment to International Public Sector Accounting Standards (IPSAS) implementation requirements; d) key interface efficiency and controls; e) database security and f) continuous monitoring.

2. Description of Key Results/Deliverables

Under the supervision of the Team Leader ICT audit, the consultant will carry out the following functions and produce results:

  • To gain understanding of the broad design, architecture and key controls of the UOG ICT system;
  • To liaise with the UOG management and facilitation of timely implementation of the ICT audit through arrangement for and participation in meetings, communication, review and analysis of e-mails, notes, memos, draft reports and any other relevant information;
  • To review the UOG audit and ensure that key auditable areas are addressed;
  • To monitor and control the timeline of production of the draft UOG ICT audit reports and final audit report;
  • To share the updated draft reports with the UOG Council and UOG management, compile comments and replies on the audit recommendations and facilitate the process of clarification and finalization of audit issues discussions and recommendations

3. Competencies

Note: The objectives of the audit and expected deliverables are subjected to change after the initial consultation with the relevant officers of the University.

4. Qualifications

  • Advanced University Degree (Master) in IT or first level degree in combination with a professional certification and experience.
  • At least 10 years of practical experience in IT audit, preferably in government, public administration or not-for-profit sector.
  • Expert level of knowledge and practical experience in auditing IT governance, security, risk management and management of large ICT projects.

5. Duration

This is full-time consultancy work for 20 official days.

6. Payment Schedule

Our daily rate is between K800.00 to K1,500.00. Bidders are to clearly state their daily fees in their submission.
